AFP reports that Japan is to offer $530 million in loans to Iraq, in part to help rebuild oil refineries, as Tokyo seeks to diversify fuel supplies after the tightening of sanctions on Iran.

A Japanese foreign ministry spokesman said that loans totalling 42.5 billion yen have been pledged to Baghdad to aid four infrastructure projects: a refinery in the southern city of Basra, another refinery in the northern city of Baiji, a hospital and a telecommunications system.

The total value of the projects is 160 billion yen and the main contractors will be Japanese companies.

Japan has eagerly sought to strengthen its ties with Iraq by offering reconstruction support in the aftermath of the conflict there. The world’s third-largest economy relies heavily on the Middle East for its oil needs, and is under pressure from the United States to reduce its dependency on Iran.

The Iraqi Oil Ministry announced on Sunday that it sdecided to implement a deal made with Jordan in August to raise the level of oil production to between 10,000 and 15,000 bpd.

Falah al-Amiri, the Director General of SOMO, the State Oil Marketing Organization, told AKnews that the Iraqi government decided to form a committee to address the obstacles that have hindered the export of 15,000 barrels per day to Jordan using trucks.

“Iraq is exporting about 6,000 bpd of crude oil to Jordan at $5 less than the worldwide price of oil barrel,” he said.

“The Ministry of Oil is serious in its plan to raise its oil exports through oil ports and in particular Turkey’s Ceyhan pipeline.”

AKnews reports that Iraqi Kurdistan will be able to produce 400,000 barrels per day (bpd) of crude oil by the end of the year, an increase of 128% from current 175,000 bpd.

“The successful policies of the KRG has made it possible for the region to start from scratch and is now capable of produce 175,000 bpd,” the Minster of Oil and Natural Resources, Ashti Hawrami, said on Monday.

“At this rate, by the end of this year our daily production will hit 400,000 bpd. We have plans to increase our production capacity to one million bpd by 2014, and two million bpd by 2019.”

Currently, 48 companies from 18 countries work in the oil and gas sector in Kurdistan.

Former oil ministers from OPEC nations Iraq, Algeria, Libya and Nigeria have established a group to offer advice on energy policy and business strategy.

Issam Chalabi (pictured), Shokri Ghanem, Chakib Khelil and Rilwanu Lukman, former oil ministers of Iraq, Libya, Algeria and Nigeria respectively, set up the alliance following a meeting in Vienna in February.

Their aim is to address energy issues including governments, oil companies, financial institutions, energy agencies, services companies, construction, engineering and manufacturing.

  • Chalabi was Iraq oil minister between 1987 and 1990 and the former head of the Iraqi National Oil Company (INOC).
  • Ghanem was the Libyan oil head until he defected from Libya last year following the uprising against former president Gaddafi.
  • Khelil was removed from his post as Algerian oil minister last year after spending almost 11 years in the position, and has served as president of the Organization of Petroleum Exporting Countries (OPEC).
  • Lukman was the Nigerian oil minister twice for the periods 1986 to 1990 and 2008 to 2010, and has served as president of the Organization of Petroleum Exporting Countries (OPEC).

Baker Hughes has joined BP and Schlumberger on separate talks with Iraq to more than double the output from the giant Kirkuk oil field in northern Iraq, according to Dow Jones.

“Iraq is conducting preliminary talks with these three companies to examine plans to develop the field,” an Iraqi oil industry figure said on Monday.

Iraq is aiming to sign a 5-10 year deal with one of these firms to bring output from the field from roughly 280,000 barrels a day currently to 600,000-700,000 bpd over the next five years.

Iraq Business News brings you the latest information on developments and opportunities in the oil and gas industry in oil and gas

The Iraqi Oil Ministry will issue the final draft contracts for the next round of energy-exploration rights on 20th April 20, according to a report from Bloomberg.

Companies that were pre-selected to bid in the two-day May 30 licensing round have until today (Thursday) to comment on the preliminary drafts, Abdul Mahdy al-Ameedi, the director-general of the licensing department said, told the news agency on Wednesday.

The licensing round has been repeatedly delayed to allow more time for companies to make remarks and changes so that the agreements are more attractive for investments.

Iraq is auctioning 12 exploration blocks, seven for oil and five for gas, according to the ministry. They contain 29 billion cubic meters of gas and 10 billion barrels of crude, Oil Minister Abdul Kareem al-Luaibi [Elaibi] said.

Irakul nu are infrastructura necesara productiei si transportului gazelor naturale. Spre deosebire de sectorul petrolier, in care statul irakian si companiile petroliere internationale au investit sume considerabile incepand cu 2003, cel al gazelor a ramas mult in urma.
